Why villa and bungalow suburbs carry so much borer
Central Auckland has the city's largest concentration of villas and interwar bungalows, and those houses were built from untreated native and exotic timber with a lot of sapwood, the part the common house borer prefers. Ponsonby, Grey Lynn, Herne Bay, Mt Eden, Epsom and Onehunga all have streets of these homes. Heartwood kauri and rimu resist borer far better than sapwood.
Boron treatment of building timber began in New Zealand in 1952, so houses older than that were framed without it. Activity usually shows in spring and summer as small round flight holes with fine powder beneath, concentrated in subfloor framing, floorboards near the ground, roof spaces and old furniture stored in sheds or under the house.
Damp, poorly ventilated subfloors make the problem worse, and many low-set villas on the isthmus have exactly that. Inspecting the subfloor and the roof space, rather than only the visible rooms, is what separates a useful assessment from a quick look.
What to ask, and when consent or the overlay comes in
Ask what the inspection will cover and how the business tells active borer from old damage. New Zealand has no dedicated timber-pest inspection standard, so the scope of a borer inspection is whatever the business says it is. A written report should name the areas inspected (subfloor, roof space, floors, exterior boards), the signs found, and which timber needs treatment or replacement.
Other fair questions: which product will be applied and where, whether the technician holds the qualification needed for products that require it, how long the treatment is expected to last, what follow-up is included, and whether badly weakened framing has been flagged for a builder rather than treated and left in place.
Replacement work raises two separate rules. Under the Building Act, like-for-like repair, including replacing some rotten or damaged piles, is generally exempt from consent, but a complete or substantial replacement such as a full re-pile needs building consent and is Restricted Building Work for a licensed building practitioner. Separately, much of the inner west and parts of Mt Eden sit in the Unitary Plan's Special Character Areas overlay, so replacing street-facing weatherboards or joinery with a different design or material can need resource consent. Treatment itself is not affected, but check with Auckland Council before replacing visible timber with something that does not match.
